Sulaiman is known in the boxing world for being the manager of World Boxing Council for over three decades. At 16 years and was on the Board of Boxing in San Luis Potosi. In 1968 he joined the CMB and the December 5, 1975 he was elected president of the World Boxing Council unanimously and it has remained to date. His administration allowed the CMB become as strong as the former World Boxing Association (WBA). Among its proposals are to reduce the number of rounds from 15 to 12 in the championship fights, the official weight 24 hours before the fight, the creation of divisions, creation of the World Medical Congress, the introduction of gloves and creating research programs at UCLA for brain injury.
